Can I still get a spouse visa if UK husband isn't moving to UK for another few months after me?

• My husband has dual citizenship to both the US and UK. We planned to move to Europe late this year. However, his job will not allow him to leave until mid next year and I'd like to leave there first to secure an apartment.
  
  Is this possible?
  
  What are the rules for bringing a US citizen trying to get a spouse visa into the UK?
  
  Does the UK citizen have to be physically living there with their spouse the whole time?
  
  Could he come with me to the UK for a month, then leave to finish his job in the U.S. under the radar? What are my options?
  
  Does this get more complicated if we want to live in France?
